Is it possible to construct the 2D cubic bspline considering the constraint in maximum curvature possible for the curve ?

Is it possible to edit the control points given the t_start and t_end of the bspline and keep the continuity intact ? Doesn't bspline give us local control ?
I tried to create a 2D cubic bspline from the following control points
0.0, 0.0
1.0, 1.0
2.0, 2.0
3.0, 3.0
4.0, 4.0
5.0, 5.0
6.0, 6.0
7.0, 4.0
8.0, 5.0
The length at the upper domain bound (1.0) is returning wrong total length (6.5996). After setting the control points and knots, I am saving the length of the curve to prevent query each time for the length of the curve. So during initialization, the arc_length(Scalar t) returns 6.5996 and the inverse arc_length also returns 1.0.
However the spline is wrong as it does not fit the points that are not in the line. Also when i discretize the trajectory to plot the trajectory then it shows that the arc length of 6.5596 actually corresponds to around 0.5 t parameter.
Hi. This library is really good. I was wondering how i can add constraints on the velocity and acceleration to all the control points to the bspline curve.
