I've reverted a change a few days ago that was reported to cause this issue. You will still get the occasional skipped frames message as that's the nature of the sync feature. Build 1.8.6-957 includes the change. Also, you should use -o hw:CARD=ALSA,DEV=0 instead of plughw: Squeezelite will reopen the device using plughw: if needed, then you shouldn't need the -r option either. For a usb dac, -a 16384:4096 will avoid audio drop outs, this has nothing to do with the skipped frames, just a best practice when using a rpi.
