[BUG] Cannot Read Cross faction Text about mod-faction-free HOT 4 CLOSED

Will need to determine all locations to change the languages being spoken. I attempted to modify the languages known but that still seems to have conflicts somewhere so will just level set the languageID to 0 in all cases to remove any factional issues. Currently I know we need to change the following MySQL tables:
broadcast_text
npc_text

from mod-faction-free.

Tested this out by moving the language for Marshal Isildor from 7 to 0 and was able to read his text to the soldiers outside the inn. Found this will likely need to be changed in creature_text as well. In order to not be able to read things you shouldn't (such as a monster or ancient language) I think the replacement will need to be targeted for only the playable races. Will need to look at the language DBC to find values to replace to 0 to remove the language flag.

Have udpated the three tables listed above and am checking the language out in various cities and the like. If all looks good, will commit change to repo.
