Firstly, the team tested and the program did not break, only the cosmetic of the program is affected due to how Arabic words are shown from right to left instead of the usual left to right. However, the team felt that since the program, DG and UG are all written in English, the intended audience is users typing English characters, instead of Arabic characters.

We should definitely be aware and cautious of whatever the user inputs be it unicode/ascii as that is the nature of software projects. Hence I do feel it is inScope.

Reason for disagreement: I think a minimum of severity.Medium is justified as the image above has the description as 1.00 and the values for the respective columns are jumbled up. Making it not usable for the user. In this case, the 1.00 is certainly not the description. Hence it is not just a cosmetic issue but a functional one.
