CI builds for this repo, which build docker images and push them to dockerhub, became too long and every build now fails with:

The job running on runner Hosted Agent has exceeded the maximum execution time of 360 minutes.

I think the best way to address it is to employ docker layer caching when building docker images. It will give two benefits:

• builds will be much much faster because many layers are actually the same every build
• even if build will fail with time error, after restart, it won't rebuild recently build layers, so we'll be able to fix failed build by restarting

Quick googling for "github actions docker build cache" gives a plenty of results, so I think this should be possible to implement.
