If you open an elevated command prompt,
cd C:\Program Files\Screen Capturer Recorder
and run regsvr32 screen-capture-recorder.dll
does it work? does it show up in VLC as a directshow device?

that is odd. for me I just run it and it automatically prompts to "run as administrator" then it works...hmm...
