It starts fine on all monitors, but I'm seeing an issue hotplugging (turning one monitor off and back on):

Ok, I made a couple changes today, and hotplugging outputs seems to work well for me now

I have been reliable seeing the panel spawn on all displays when set to do so, including when hot plugging. I think this is resolved, and am closing it accordingly.
