The driver and egl-wayland packages are in staging repositories, while the protocol isn't yet integrated into cosmic-comp. You can watch pop-os/cosmic-comp#411

i tested the Explicit sync PR for cosmic comp it didn't get rid of the issue but make the experience on cosmic de better

I feel like this might be a good issue to include in the Alpha 1 milestone. It's quite noticeable/jarring when compared to other issues.

I'm running inside Fedora on Virtual Machine Manager but still have this issue after upgrading.

Turns out that was the issue, I just had issues w/ my COPR repository! Can confirm it works great now.
