This will likely not come anytime soon, but I thought a little about it and will write some design notes to myself:

It was originally written as a separate module and later merged into the system. Unfortunately the Forbidden Lands and Dragonbane system don't share any code so it's probably not that much of a help, although I will certainly look at FL and PF2e (which has also been suggested) for inspiration.
