OK so the bug isn't that this is not happening, the bug is that the packet that tells the client that its boost got cooled down some is massively delayed, sometimes by a couple seconds. It still happens.
@CCraigen do you have an idea what might cause this?

I will have a look at this today. What I changed was to make the energy center give you twice as much every second tick rather than the usual amount every tick, but somewhere in there was the boost recharge thing.

Looks like it was due to skipping resimulation, because of course resimulation is doing more than just resimulation. Fixed in 8406cf4.
