This happens because the make target is a directory, which is a few minutes older than the tar archive, so it sees it as needing to be updated.

The downside is that the solr data takes a while to decompress, so it would be nice to only extract it once. In practice we may not be running these make instructions all that much per release so it might not affect us much.
