"Settings -> Configuration -> Save Configuration on Quit" only enables/disables the "Save Configuration on Quit" for the current session, but the label does not indicate it.
The label is correct, since the user can:
- explicitely save the configuration so the value is persisted to
retroarch.cfg
. - modify the configuration file so that the option is off by default.
In either cases, the label is correct, stating that saving the configuration on exit is not enabled. Just because exiting immediately after toggling off the option doesn't persist the configuration option, doesn't mean the label should be renamed.

Honestly I don't think anything should be added or changed. The configuration option is clear enough and it does what it says - don't turn the help text or labels into a tutorial.
