Yes! I saw a talk a while ago about the <picture>
element. The presenter used a few images with different aspect ratios, sizes and DPI, and the images had things such as "2x" on the image itself so we could see the result of resizing the viewport without us having to "believe" that the proper image was loaded. (Also it's hard to appreciate sharpness in a badly adjusted projector...)

Right, you would probably need an obvious effect (like that "2x" embedded in the image, or just vastly different images) to make the change noticeable at a glance. Compression artifacts in a video will make it hard to notice a subtle change.
