We're still changing the tooling as we speak but here is the general thing:
Microsoft.NETCore.Apprepresents .NET Core, i.e.netcoreappXxNETStandard.Libraryrepresents .NET Standard, i.e.netstandardXx.
In the project.json world you target either platform by referencing their package and using the correct name for the `targetFramework.
Moving forward, the current plan is that you don't have to reference these packages as they are implied by the combination of SDK and TFM.
I'll include sample code and have a tutorial once we have some preview bits.
