This seems to be a problem with the RDS decoder, perhaps related to weak signals but I think it's a bug somewhere in there. For example, "WQSR" should have a PI code of 0xA8CD, but it comes in as 0x18CD. Given that this is one nibble in error it seems like digging through the RDS code will be necessary.

Turns out it's just the station WQSR sending a bad PI code. Same condition happens for this station in all software I've tried. Closing.
