This might be a requirement for DAB to work acceptably well for the folks in Europe. They are not accustomed to knowing the frequencies, or any other identifier like the DAB Band III channel name, that their channels are. Input I've gathered from humans as well as manuals for things like car radios designed for Europe back this up.
For a beta or test release, forcing the user to select the channel to add should be OK, but I don't think DAB can "go out" without this. The good part is that the DAB frequencies are all the same, and the demodulator has the necessary data points to determine in a reasonable amount of time if a station exists or not on each frequency.
One hold-up here is related to #41. Without some type of software-based automatic gain control, this really won't work. A general purpose real-time AGC isn't required here, of course, a channel scanner could just find something "optimal" at the time of the scan and apply it as manual gain, but again, I don't think that best serves how DAB should work.
