This seemingly needs to be implemented/documented as an RTL_TCP-only implementation on Android. I have had zero success with getting a USB tuner to work on Android and my patience with this has worn thin. Killing in favor of a new Issue to indicate that Android needs to be "RTL_TCP only" and determining how best to implement this limitation in the code so "USB" is never an option.

I was finally able to get this to work using a great method from developer xloem. I had to add a special dependency for it, and it's a few commits behind in libusb, but it actually works! libusb has indicated it may get baselined in v1.0.27.
Changing this to "Implemented" via dbb5202
from pvr.rtlradio.
