Still not entirely sure why this still happens for one channel, but it mostly cleared up with a better signal. I still think something is up with RDBS, but I'm back to just the one channel having a problem. All the others are working after I found that I missed a couple special case handlers that needed to be implemented.

Not a bug; confirmed that the behavior of this RDS decoder is identical to that of SDR#, which is a pretty mature and solid piece of software. I had a hunch that maybe the RDS data may behave better if it was processed prior to WFM decimation, but that is already the case. I also tried higher sample rates, which had no effect. I have a station (WWMX-FM Baltimore) that seems to send spurious erroneous PI codes, so if I ever want to use RDS to auto-assign channel names I may have to add some level of filtering there, but right now this information will only show as the "MUX NAME" in the PVR stream properties, so ... closing as "seemingly as good as it gets"
