I think letsencrypt does not support dhnamic dns services like changeip with url "foo.epac.to", am I wrong

Yes, why should not LE support dynamic DNS services? As long as the domain can be verified LE supports all sites.

It may be acting them as subdomains, I couldn't verify my sertificate, it's failing at verifying stage.

Yes the only thing, which may happen is that they exceeded their rate limit. For this issue I'd suggest you to look at https://community.letsencrypt.org/t/ratelimit-for-dynamic-dns-domain/17733/.
