It depends on the "disposal" of the frame, the GIF spec has more details, but as a very simple and not complete example:

What about building this into omggif, so users don't have to care about any "disposal"?

I don't really think this fits into omggif, because for example how you handle transparency, how you clear your output to a solid color, etc, these are things that are usually handled in whatever specific system (canvas, etc) you are using, and not something to be handled by omggif itself, otherwise I would have handled it there. See the plask viewer as an example, omggif can't know about the clear() method on Plask's canvas, etc.
