Ben makes an arduino EEPROM programmer. Since I have an EEPROM programmer that I got for his 6502 computer, I'll see if I can use that.

The programmer is the TL866 II Plus available at https://eater.net/6502. From the manufacturer description linked at that page:

Support a wide range of chips: All kinds of 26, 27, 28, 29, 37, 39, 49, 50 parallel ROM, EPROM, EEPROM, 24, 25, 35, 85, 93, 95 Series EEPROM, Serial parallel ROM chips, fully supporting to the 48-PIN chips of 64Mbits capacity.

The chip for the breadboard CPU is the 28C16 EEPROM , details here. Since it is a 28 series chip it should work...

The program counter is glitchy - sometimes does a couple counts on one clock cycle. Isolated the issue to the 10nF cap used as an edge detector in the memory module. If I remove it, no glitches.
