As an admin, I want to be able to add text, photos and GIFs on the notices so that the notices would be more explanatory through the visuals and pass the right informations to my recipients

As a user, I want to be able to add title/subject to my notices so that I will help the recipients get an overview of what the notice is all about.

As a user, I need to have important notices stacked at the top of my board and have them tagged or identified as important.
I should not have to start searching for important messages.
