Tick is called by the process manager process, when it receives a Q command. This function advances the simulated machine by one unit of time, and performs any necessary operations for the current instruction in the active process.

The parse_files function takes a C string as an argument, which is the path of the initial program file to parse. This function parses these files into some internal data structure that is easier to work with than keeping track of open file descriptors.

This function also parses files found in the program file recursively to parse all the program files needed for the simulation at once.

Call this function with a command line argument. Another related task is to figure out how to get non-flag arguments with getopt

Unblock takes the first process from the "blocked" queue, and add it to the end of the "ready" queue

The read call from the pipe in the manager process fails with EBADF:

$ echo asdf | bin/simulate -f
manager: starting...
manager: read() failed: Bad file descriptor
manager: done

The PCBTable is "an array with one entry for every simulated process that hasn't finished its
execution yet".

Should this be a static array, or should we dynamically allocate this?
