No exe cant launch

Tried with Genshin Impact PCK files, every output files does automatically renaming, thus all the output file will be replaced by itself.

Does this project still work ? I have multiple problems.

During the setup :

I tried running as admin and still no fix. any ideas?

I then try using decode.cmd but nothing happens to my .pck files (in input folder).
