If you cloned the git repo, you first need to build the documentation. On a Debian based system:

$ sudo apt install -y docbook docbook-xsl docbook-xml docbook-utils manpages-dev
$ autoconf
$ ./configure  # optionally, use: --without-sendmail
$ make updatedoc
