Do we include a caveat in Use Policy regarding third parties reflection of regular updates made to Commons data?

TWG: do we have consensus that the intended audience is everyone?

While still being labeled "Federal Commons" data

Are we as FLCAC the right entity to create a legal document on terms of FLCAC data use? These are government data so can we even impose additional use conditions? We can make recommendations, guidelines, suggestions for working with us and using data but terms of use are already defined by gov't for gov't work products.
