Add an option to keep server code separately from the shared class

Right now the biggest WCS vulnerability is that server skill/status code gets exposed to client. To avoid that we may add an option to register server implementation separately.

The best approach that comes to mind is to export an additional decorator that can work on statusEffects/skills to replace the empty server methods inside the "shared" skill class that is located in replicated storage

I was trying to make a skill that takes in params, i noticed the StarterParams argument, but it was void, and i dont know how to type annotate it.
