Add Python packaging (setup.py)

A manpage should be built
If/when this is packaged, it should have a manpage. You can do this trivially by stealing the logic in mrcal/mrbuild. This produces manpages and html docs from the docstring in a TOOL and TOOL --help.

Each TOOL (you have just one here) should have a descriptive docstring on top, and argparse should use it:
