I played with it a bit today, fixed a few compatibility issues with STM32 libraries and did some refactoring. You can find the result here https://github.com/afiskon/fpga-ssd1306-to-vga I believe I managed to simplify the code significantly.

I wonder whether you would be interested in merging my changes somehow. I wanted to send a pull request but unfortunately I have little interest in all code except VGA1306_CS.v. Also I don't have BlackIce II and use iCEstick evaluation board instead. Maybe you would be interested in porting some changes manually? Or maybe just adding a link to the fork in REAMDE.md so people who has iCEstick could easily find an alternative configuration? I don't know.
