As clock times slip into the past we should do a more thorough check. Technically the data is new but the timestamp is either now correct or is incorrect. Regardless, any subsequent stream reader would put this in the category of backfill/overwrite even though the timestamps do not necessarily align with previously held packets. One option is to just prevent these packets from entering the system as well like in https://github.com/uofuseismo/urts/blob/main/src/broadcasts/utilities/dataPacketSanitizer.cpp

It may be a good idea to unpack the time series just to make sure it isn't corrupted.
