Create a unified event model.

Is there some way to spin up a new stack and run integration tests on it? They would probably have to be run from within a lambda function, which is a bit tricky.

using Polly and probably Twillio

• list of phone numbers as environment inputs
• twillio API key as environment variable
• make a text-to-speech recording with Polly
• call each of the numbers in order until one answers
• play the recording to the listener

Support receiving CloudWatch Events, presumably through a lambda invocation.

Complements #17 which is for sending.

• generic event receiver
• replace ECS receiver
• replace Health receiver

Needs to be rather agnostic and able to be edited outside of the CF stack, so one-off. Maybe just a checked-in example file.
