Add member count endpoint to the web API

Currently the REST API provides events and announcements. There is currently logic to get the total members of a role in the discord server in commands/memberCommand.go. It would be nice to add that as an endpoint to the REST API for the website.

Code Cleanup

Cleanup code blocks and follow Don't Repeat Yourself (DRY) principle

Prometheus exporter

Just an issue to discuss prom exporter status

from the meeting minutes:

    * Prometheus Exporter for the Discord Bot
      * No. members
      * No. events
      * No. messages
      * Most active users (count)
      * Messages per channel
