noise readings are off 

OpenBTS> noise
noise RSSI is --2147483648 dB wrt full scale
MS RSSI target is -50 dB wrt full scale

Apparently, the CorrType never makes the switch to the IDLE state so we never set the noise level here

merge pull-request switching from sqlite to command-line options

This would break compatibility with OpenBTS but that's already broken for GPRS anyway so I've not heard of anyone actively using it. On the positive side this would make configuration way more obvious and straightforward thus simplifying future maintenance and troubleshooting.
