Check for duplicate:

• timeframes
• rider_categories
• fare_products
• fare_leg_rules
• fare_transfer_rules

• If from_leg_group_id == to_leg_group_id, we must require that the column is present in fare_transfer_rules.txt and has a value.
• Else, this field must be empty.

If there are multiple fare products, and one has an empty rider category id, add empty to the linked rider category ids and check against empty when looking for conflicts in fare leg rules and transfer rules.

Warnings for unused:

• networks
• areas
• timeframes
• leg_groups

Add missing tests on fare_leg_rules and fare_transfer_rules.

Implement a check for the complex rules surrounding transfer_sequence and transfer_id in fare_transfer_rules.txt.

Area_ids can be defined multiple times in areas.txt. Stops are allowed to "create" area_ids.
