pros and cons
In concept1, EVM codes executed twice whether the tx is delegated or not, so concept1 is more slower.
As we already know, vm_execute uses many if statement as many as opcodes included in tx.
However, if we choose concept2, tx structure should be modified in order to store txs in blocks.
Let's consider which one is more simple to implement and more efficient.
