Duplicate Layer's keywords and Impact Function's keywords

There is a problem.
As we know, there are some extras keywords for layer in our current keywords system, for example

category: hazard
subcategory: flood
title: A flood in Jakarta
field: FLOODPRONE
source: OpenStreetMap
unit: wetdry
value_map: {"wet": ["Yes", "YES"]}

As we see above, there is field and value_map. This is similar with https://github.com/AIFDR/inasafe/blob/develop/safe/impact_functions/inundation/flood_building_impact_qgis.py#L100-L105

        # This field of the  hazard layer contains information
        # about inundated areas
        ('affected_field', 'affected'),
        # This value in 'affected_field' of the hazard layer
        # marks the areas as inundated
        ('affected_value', '1'),

So, there is a duplicate keywords, and we need to decide, which one that we want to use. Or which one we want to delete.
