Rename should work across an entire project.

• allow rename to take multiple files as input
• gather a set of files within the project that could be affected by the current operation
• determine project boundaries

Not really a refactoring tool per se, but it comes pretty much for free when rename is done.

Rename should refuse to change the name of a thing to one that already exists in the same scope.

• Detect and bail on collisions
• Offer an option to 'force rename' for the rare cases the collision is intentional

Provide an undo command that can revert the most recent refactoring(s).
