A player holding out a hoe causes the click detection villagers to surround them. Arrows and swords don't work on these players as the villagers deflect attacks.

An alternative to the villagers could be to use raycasting on players with hoes and detect changes on blocks they're facing.

From what I've heard, your datapack uses invisible, invincible villagers for hit detection. Sometimes these entities stay after hoeing (quite rare). This causes a very frustrating block to be created because no one can go on it (because of the villager hitbox). Perhaps your pack can periodically (like every few minutes) check for these bugged villagers so they can be killed. The current only way to remove villagers these is /kill @e.

When you use the planting feature with crops the 3x3 does not use the crops in your off-hand, so you get infinite crops, idk if that is how it is but ill just say it here :D good job tho
