Link for dowload on windows does not work

The following link give me 404

docgen cant recognized internal or external cmd

I make folder in desktop and save json file export from postman.
download 64 bit binary file in windows save in desktop folder.
I aslo set environment variable in my PC of binary file with name docgen.
I open cmd from administration then type cmd
echo %docgen%
C:\Users\Siraj\Desktop\docgen\windows_amd64.exe
docgen build -i input-postman-collection.json -o index.html
'docgen' is not recognized as an internal or external command,
operable program or batch file.
