add map [uint, address] and a function that checksIfVoted it out, making sure each address can vote only 1.
the index of this map is sigCounter

make sure the Clear() makes sigCounter = 0 then will be performed 0 checks in checksIfVoted

it can be run from initiator or from confirmer

Change name of methods from "Conform" to "Confirm"

copy ConfirmMint and ConfirmTransferOwnership into MultiSigInitiator as internal, that will be called from the external function and from InitiateMint and InitiateTransferOwnership
