Need to have the basic set-up for the server.

This item has a name and categories associated with it.

The routes associated with it should all start with budget-items.

The database model should look like:

We should be able to save these documents in a collection called budget_items.

The category should be unique and there should eventually be enums containing the currency and time_period properties.

This issue pertains to the Create step of CRUD
