Sub items not displaying when loaded in mobile version

The navigation seems to work really well. However, I've noticed an issue which I can't seem to fix. When the page is loaded in desktop (over 768px) the drop-downs and sub-menus work well, then when I drag the browser to less than 768px so it switches to mobile view the sub-menus still work. But when I refresh the browser (under 768px) the sub-menus don't open. When a drag it to desktop and then back to mobile it works again. This only seems to be happening when the page is loaded in mobile size. This seems to be the case in Chrome, Safari and Firefox on the Mac.

Google Chrome issue

I have no degree in web design so I'm not sure what is causing this! I'm creating a site for a friend the menu works perfectly fine on my browser (Chrome) but for some odd reason the menu absolutely does NOT work on my friend's browser (Chrome). Might it just be something wring with her browser? Or us there a possibility that the jquery script is the issue?

Dropdowns seem flaky in IE

I am using the Tessa dropdowns on a new site. They work great in Chrome, but in IE the dropdowns either flicker or disappear completely when the site is viewed in IE. Does anyone have a solution for this?

Chrome - Submenu flashing when cursor over menu at load time

In Windows 7 with the full-length menu displayed (i.e. unadjusted by breakpoints) in Chrome (Version 46.0.2490.71 m) or Firefox 41.0.1, hover the cursor above a menu item (preferably the first) containing submenus and reload the page (F5).

After the page loads, remove the cursor from the menu. The menu's submenu will be displayed and will be stuck "on." Hover over the stuck submenu and it will begin to flash. Submenu items cannot be activated and the submenu will not behave properly until the page is reloaded.

Since the menu resizes during load, this works best if the menu item being tested is the first item of the menu, otherwise the behavior can shift to the next menu to the right of the hovered menu if that menu has submenus.

Issue does not occur in IE 11.
