Needs a new commit after adding "no changelog" label

I'm using this handy action on a project, and just had my first need to use the no changelog label (thanks for the amazingly helpful output that explains that's what to to, by the way!).

I found that I needed to push a new commit to the PR after adding the label for it to be picked up.

I wanted to raise it in case there's anything you're able to do to avoid that, but also in case anyone else comes across this problem - hopefully this ticket can save them a few minutes.

Bump actions/checkout to v3

I currently get the following warning when using tarides/changelog-check-action@v1.

It seems to be caused by actions/checkout@v2. The v3 version should fix the issue.

Updated to the node16 runtime by default
This requires a minimum [Actions Runner](https://github.com/actions/runner/releases/tag/v2.285.0) version of v2.285.0 to run, which is by default available in GHES 3.4 or later.
