Currently if you click on the About Us link in the branding bar, there is a drawer that pushes the page down. This is a feature that's barely used and going forward will be much less relevant, as there won't be a need to promote as many Sunlight tools after the Open Federal consolidation.

For easier maintenance in the future, we should remove this drawer completely, along with the link that triggers it.

While we're at it, we may be able to drop IE8 support and stop using the iconfont from sf-icons by replacing them with SVGs—fewer requests and smaller file size (which seems like a win-win for me).

I'm considering lopping the patch number off of the version folder on S3 so that we can continue to track minor changes without having to update URLs for non-breaking stuff. Seems consistent with the spirit of semver to me; thoughts, @konklone?
