if there are any validation steps left in decorate, move them to the config function

convert all _.for to normal INCREMENTING for loops

convert all hasOwnProperty to typeof var something ==='undefined'

given information such as
data type array, string,
specific data type like ip, country
return an array of options that are appropriate

give no information it will return all options.

the current function for this is fnReturnOptions

create methods that are publicly accessible to add/remove/change the order of filters and decorations

for each add verify that they are valid options passed in. valid options are ones that are supported in the lib.
