There has to be a current project so it takes the first as default, since there aren't other way to guess. You can set the current project by right-clicking on it in the explorer.
The same can happen when you target multiple platforms, and hence have multiple projects (one per platform).
In my opinion this is not a bug. Especially since it will remember which project is the default one, the next time it is opened. Actually it looks like, it doesn't. So that's something that will need to be implemented.
