`Please reduce your request rate.` on `serverless deploy`

I have followed the instructions, but after serverless deploy I get the following error:

$ serverless deploy
Serverless: Packaging service...
Serverless: Excluding development dependencies...
 
  Serverless Error ---------------------------------------
 
  Please reduce your request rate.
 
  Get Support --------------------------------------------

When I ran it again, the output was slightly different:

$ serverless deploy
Serverless: Packaging service...
Serverless: Excluding development dependencies...
Serverless: Uploading CloudFormation file to S3...

  Please reduce your request rate.
 

Any idea how I can fix this?

Log errors thrown in ruby

Errors from the ruby script don't show up in the serverless logs, all I see is this:

Any ideas on how to properly log the ruby error message and backtrace?

What is the best way to add dependencies to a ruby project in AWS Lambda?
I am looking to add fastlane.
