Create and manage DarkPAN repositories.
This module was originally developed for Booking.com. With approval from Booking.com, this module was generalized and published on CPAN, for which the authors would like to express their gratitude.

Once the files have been injected into the DarkPAN, we need to remove the files in the dropbox.
Given no arguments this would remove all the files in the dropbox, otherwise it will use arguments to match certain files in the dropbox and remove those.
This should be able to go through all the modules in the dropbox and mark them as "rejected", which will mean they will not be accepted (see #6) into the CPAN when the repo/accept command is run.
Keep it simple, manage the modlist.json file and the authors directory.
This can be used in a couple places, certainly by #4
Better to just model SQL here, the API as it stands right now is annoying
