This meta layer is designed to be brought in and included in the RDK emulator build.
To enable this meta layer in RDK build, specifically the hybrid build target simply patch 
meta-cmf/setup_environment

with this one line change:
BBLAYERS =+ "\${RDKROOT}/meta-cisco-oss

below is an actual patch file you can use.

This meta layer brings in the following packages
gstreamer1.0,
gstreamer1.0-plugins-good, 
gstreamer1.0-plugins-bad, 
gstreamer1.0-plugins-base,
Cisco's CGMI interface
Cisco's version of Gst-DLNA-SRC,
Cisco's HLS plugin ( when openned sourced ).
