Optionally call drush site-install in deployment.sh

Here is the use case:

deployment.sh is used in Jenkins and it is configured to call the script after each commit. But now we don't want it to redeploy the site after each commit.

Instead we'd want to specify a magic argument in git commit comment (i.e. "#deploy") and it should pass something to deployment.sh so that it skips drush site-install step.

Optionally update translations with l10n_update module

If "L10N_UPDATE=1" line is provided in the configuration file deployment.sh must fire "drush l10n-update" command to update translations.

TODO: Currently deployment.sh doesn't check if l10n_update installed on the site.
